Zoning and Planning are essential functions of local government, ensuring the thoughtful growth, development, and regulation of the Town of Franklinton.
Zoning focuses on determining the appropriate uses and development of properties, helping to maintain a balance between community needs and land use.
Planning takes a broader approach, strategically guiding and refining proposed developments—both public and private—to align with the Town’s vision and goals.

Chris George serves as the Town Planner and is the primary point of contact for all planning, code enforcement, and cemetery related matters. Chris works directly with the Franklinton Planning Board as the assigned Planning Board Staff member.

Comprehensive Transportation Plan
The Franklinton Comprehensive Transportation Plan helps to guide investments in infrastructure to improve mobility, walkability, and transportation access within our community. The plan also helps to guide future developments and identifies key transportation corridors in Franklinton. The plan is meant to be a living document that is routinely updated to reflect the current and future needs of the Town of Franklinton.
Land Use Plan
The Franklinton Land Use Plan serves as an essential guide for future growth and development within the Town of Franklinton. The Land Use Plan received an updated in 2020 to ensure consistency with 160D. The Town has set a goal of establishing a new Land Use Plan in the next one to two years.
S-line TOD Study
The NCDOT S-line TOD Study examined transit oriented development (TOD) opportunities within the Town of Franklinton and developed strategies and recommendations for implementation.

The Town of Franklinton Code of Ordinances establishes the framework for municipal governance, addressing key areas such as organizational structure, legislative authority, planning and zoning, minimum housing standards, nuisance regulations, and other essential town matters.
